efrederick@avenuesforjustice.orgExecutive Director - Elizabeth Frederick: In 2024,Elizabeth (Liz) Frederick was unanimously appointed by Avenues for Justice’s(AFJ) Board of Directors as the organization’s next Executive Director, a pivotal step in building upon AFJ’s 45-year legacy of empowering court-involved youth. Liz, who joined AFJ in 2006 and served as Chief Operating Officer (COO)since 2020, brings a wealth of experience in nonprofit management, fundraising, and criminal justice reform. Under her leadership as COO, Liz successfully advanced AFJ’s fundraising efforts, securing the largest grant in the organization’s history and doubling its financial capacity to expand programs and services.
Now, as Executive Director, Liz is focused on leading AFJ into a future where holistic solutions continue to serve as the best possible solution for court-involved youth as an alternative to incarceration. "I see enormous potential for AFJ to push the boundaries of justice reform by offering real solutions—solutions rooted in education, employment, mental health care, mentorship, and opportunity," Liz says. Her vision is grounded in AFJ’s community-driven approach, ensuring that the organization's programs remain responsive to the needs of Participants while staying ahead of the evolving landscape of justice reform.
Liz is particularly committed to expanding AFJ’s signature HIRE Up program, ensuring its long-term sustainability and impact. She prioritizes innovative strategies to foster lasting change in the lives of Participants, while strengthening AFJ’s relationships with community partners and external stakeholders to secure the resources needed for growth. Beyond AFJ’s walls, Liz advocates for deeper engagement within the wider justice reform movement, aiming to position AFJ as a model for alternative approaches to incarceration.
Liz’s leadership is shaped by a strong academic and professional background. She holds a Master of Arts from John Jay College of Criminal Justice and a Bachelor of Science from Ithaca College. Her commitment to nonprofit leadership and justice reform has earned her a place in several prestigious programs, including Columbia Business School’s Social Enterprise Program for Nonprofit Professionals, the Cause Effective Fellows Program for Advancing Leaders of Color in Fundraising, and the Robin Hood Foundation’s New ED/CEO Peer Learning Group cohort for 2024/25.
She is also a proud member of Impact 100 NYC, which comprises a dynamic village of empowered women working to empower others through transformational grantmaking. Through this initiative, Liz helps organizations doing critical work move forward, enabling them to provide vital services that impact so many New Yorkers.
Liz’s vision for AFJ is clear: to deepen its impact, expand its reach, and continue providing second chances to the young people of New York City. Through her leadership, AFJ remains poised to thrive, offering transformative opportunities that break the cycle of incarceration and uplift individuals and communities.

gwillis@avenuesforjustice.orgGamal's remarkable career is a testament to his commitment to justice and community service. Currently overseeing a demanding caseload, Gamal supervises the Court Advocates, the Activities and Facilities Coordinators and all of AFJ’s HIRE Up facilitators. Gamal manages programs and activities, ensuring the highest quality of service, successful outcomes for AFJ Participants, and strict adherence to court advocacy requirements. His strategic programmatic leader ship played a pivotal role, between 2020 and 2023, in deepening services offered to the largest number of Participants in AFJ’s history. Notably, Gamal instituted and expanded AFJ’s Summer Youth Employment Program in 2021 and 2022. A graduate of the University of Washington with a Bachelor of Arts, Gamal honed his skills at the Criminal Justice Training Institute at CASES, where he served before joining AFJ in 2018. Gamal's achievements extend beyond his professional role, as he has been the recipient of numerous awards in the criminal justice field. His expertise lies in Project Management, and he has actively participated in the Robin Hood / Berkeley Executive Coaching Program.
